Normally, when we got a new iPhone, we all need to transfer data from the old iPhone to the new one. However, some users like the above case reflected that not all photos transferred to new iPhone and they wonder why. The possible reasons causing the issue can be concluded as the following:
If your new iPhone is already stuffed with a lot of files and apps, the rest space may not enough for the coming photos. Then uploading pictures to it may fail, or partly fail. It is essential to check whether your new iPhone storage is full or not.
If you are transferring your photos through the internet, you need a stable connection to your network. If your internet is slow or not working, you may find it hard to download photos from iCloud on the old iPhone and transfer photos to the new iPhone.
The possibility that you disable the photos feature in iCloud accidentally can also be another reason. If it is disabled, the photos after the action won’t be saved in iCloud and won’t be transferred to your new iPhone.
If your photos are stored in iCloud and you have set up your new iPhone using a new iCloud account, your photos will not be synced from your web iCloud account to your iPhone and so you won’t see any of your old iPhone photos on your new iPhone.
The last reason is that the photos on your old iPhone are not successfully backed up to iCloud because your iCloud has insufficient space.

The first thing you need to do is to check whether your new iPhone has enough storage. Go to Settings > General > iPhone Storage, the iPhone storage screen stop displaying the Recommendations and Data Usage by apps like the picture shown below.
We have mentioned that the issue may be related to the unstable network. Therefore, go to Settings > General > Transfer or Reset iPhone > Reset > Reset Network Settings. Reconnect to the network and wait for a while to see whether all your photos return to your iPhone.
