Purchased ringtones not showing up on iPhone

I bought a few ringtones on my previous iPhone14 iOS 17. I got a new iPhone 15 iOS 18 recently, and I’m trying to download my purchases. I went on “sound and haptic” and  “download all purchased tones”, but the purchases don’t appear at all.

I went to the iTunes store and searched for the ringtones, it seems I have to pay again to get the ringtones??? I’m in the same Apple ID on both phones, how can’t get back my purchased ringtones on the new iPhone?
