No, you can upgrade an SSD without reinstalling Windows.

Upgrading SSD on computer allows you to get more storage space and improve computer performance. However, when you install a new SSD as the primary drive, you will need to install the operating system on the new drive, and all of your driver programs.

If you use disk cloning software to help you upgrade SSD containing Windows on your computer, you can avoid the trouble of reinstalling the operating system, and save your time and effort, instead of manually reconfiguring the system settings. AOMEI Backupper Professional is a reliable cloning solution.

With a user-friendly interface, its System Clone helps you transfer OS to a new SSD without effort, and its Disk Clone allows you to clone SSD to larger SSD seamlessly, and make the new SSD bootable.
