What does it mean if my Seagate hard drive is blinking?

Hello! I have a problem with my Seagate 2Tb external hard drive. When I connect the USB, I can hear it whizzing and the light flashes, but nothing comes up on the computer. I’ve changed cables and adapters, and USB ports with no luck. And I’ve tried to open Disk Management, but it doesn’t show up. Besides, I recently transferred everything from a computer I sold over to the hard drive. I wanted to transfer it over to a second backup hard drive today but with no luck. Can anyone give any suggestions?
